تتناول هذه الدراسة مبدأ مسؤولية الحماية بوصفه أحد أبرز التحولات التي شهدها القانون الدولي المعاصر في العلاقة بين السيادة وحماية المدنيين من الفظائع الجماعية، مع التركيز على الحالة الليبية بوصفها أول تطبيق صريح للمبدأ من خلال قرار مجلس الأمن رقم 1973 لسنة 2011. وتهدف الدراسة إلى تحليل الطبيعة القانونية لمسؤولية الحماية وحدود فعاليتها العملية عبر دراسة مقارنة للحالات الليبية والسورية وقطاع غزة. وتعتمد الدراسة على المنهج التحليلي القانوني والمنهج المقارن لتحليل تطور مفهوم السيادة، والإشكالية القانونية للتدخل الإنساني، ودور مجلس الأمن في تفعيل أو تعطيل الحماية الجماعية. كما تبحث التوتر القائم بين الشرعية الإنسانية ومقتضيات النظام الدولي القائم على توازنات القوة والسيادة. وتخلص الدراسة إلى أن التدخل في ليبيا شكّل لحظة مفصلية في تطور مسؤولية الحماية، لكنه أسهم في الوقت ذاته في تعميق الانقسامات الدولية التي انعكست لاحقًا في حالتي سوريا وغزة، بما كشف حدود المبدأ وخضوعه للاعتبارات الجيوسياسية والانتقائية الدولية.
