This study examines the Responsibility to Protect (R2P) as one of the most significant transformations in contemporary international law concerning the relationship between sovereignty and the protection of civilians from mass atrocities, with particular emphasis on the Libyan case as the first explicit implementation of the principle through United Nations Security Council Resolution 1973 (2011). The study aims to analyze the legal nature of R2P and the limits of its practical effectiveness through a comparative examination of Libya, Syria, and Gaza. It adopts analytical legal and comparative approaches to explore the evolution of sovereignty, the legal dilemmas of humanitarian intervention, and the role of the Security Council in enabling or obstructing collective protection. The study further investigates the tension between humanitarian legitimacy and an international order shaped by power politics and state sovereignty. It concludes that the Libyan intervention represented a pivotal moment in the evolution of R2P, while simultaneously deepening international divisions that later shaped the responses to Syria and Gaza, thereby exposing the limits of the principle and its vulnerability to geopolitical selectivity.
