Abstract

The current study addresses the topic of promotion and its prerequisites in general jobs under the texts of work-relation law No 12, 2010. This issue is of particular significance in public occupation as promotion is a basic right for the public employees how maintain public utilities activity. The objective motives behind selecting this topic were the lack of promotion-related references that consider very essential in course of public employees' career; awareness of the terms that should be available to utilize such promotion; understanding the legal and organizational procedures governing the promotion process in public jobs. Additionally, the specialization in managerial and public occupation laws is one of the most domains that comprise the general managerial law .The nature of this topic requires us to adopt a descriptive, analytic method as a main technique, either in Libyan or comparative legislation. The comparison technique was employed to make comparisons between this legislation in terms of our topic. Based on the aforementioned information, we view that the process of the topic would be better by dividing it into four themes as follows:

First theme: The Concept of Public Employee and its Relationship with The State.

Second theme: The Concept of Promotion and its legal Nature.

Third theme: Criteria of Promoting Public Employee.

Fourth theme: Juridical Control over Promotion.
