Abstract

There is no doubt that the outbreak of Corona has affected the economy locally and globally. The Governments all over the world have taken many decisions and precautionary measures to prevent this pandemic (Covid 19) and limit its spread. Among the most important of these measures are imposing partial and total curfews, preventing gatherings and closing shops, suspending the study and closing the places of worship, as well as closing the land, sea and air boarders. There is no doubt that these precautionary decisions and measures taken to confront Corona pandemic will have obvious effects on the financial balance of the administrative contract in light of these exceptional conditions imposed by the new Corona virus, which will lead To make the implementation of the administrative contract tedious and difficult, if not impossible. Hence, this research came as a contribution to determining the legal nature of the Corona pandemic, as well as whether it was from force majeure or from emergency circumstances. What effect does this have on the implementation of the administrative contract?
