Abstract

The work of banks requires searching for everything that is new and modern and harnessing it for the
purpose of completing tasks and banking business, as well as for the purpose of saving time and effort for
all parties involved in banking relations. From this point of view, banks have introduced electronic
transactions in their field of work, including mobile phones. In contrast, mobile banking in Libya is still
in its infancy and there are some prevalent issues that need to be addressed for its smooth deployment.
Accordingly, this research was based on a statement of the laws, regulations and procedures related to
mobile banking services in the State of Libya, as well as a statement of the parties involved in mobile
banking services and an explanation of the form of the relationships that bind them to each other. This
research also dealt with the extent to which customers or clients of these banking services are legally
protected, as they are the weakest party in these services that are carried out via the mobile phone.
