Abstract

This study aimed to highlight the role of Libyan municipal councils in managing and responding to crises and disasters. To achieve this, the researchers adopted a descriptive approach and used a comprehensive survey of (54) employees of the Ajdabiya Municipal Council, employing an electronic questionnaire. The study concluded that the concept of crisis and disaster management, from the perspective of the sample group, was defined as: the science and art of eliminating a significant degree of uncertainty and risk, thus enabling the management of the institution to control its fate and capabilities. The study also indicated that the most significant crises and disasters experienced by municipalities in Libyan society included: refugees and internally displaced persons; grievances of groups; brain drain and the falsification of knowledge; the deterioration of public services; security apparatus issues; demographic pressures; fragmentation and infighting among elites; the erosion of state legitimacy; and uneven economic development. The study also indicated that the role of Libyan municipal councils in managing and responding to crises and disasters was moderately positive. Table (5) shows that, from the perspective of the sample, the role of Libyan municipal councils in managing and responding to crises and disasters was represented in several key roles, including: communicating with the local community; organizing communication and coordination between various stakeholders; training emergency teams; securing shelters; developing proactive plans for crisis and disaster management; reconstruction and rehabilitation; and ensuring the sustainability of infrastructure. The study also revealed statistically significant differences at the 0.05 level in the overall score based on the variables of gender, age, marital status, years of experience, and educational qualification on the scale measuring the role of Libyan municipal councils in managing and responding to crises and disasters.
