Human Resource Planning (HRP) identifies current and future human resources needs so that an organization may achieve its goals. The aim of this study is to examine the understanding and application of Human Resource Planning at 8 Banks in Tobruk. Questionnaire was designed to collect the necessary data from (49) managers composed the unit of analysis of the study. The findings of this study showed that there is obvious grasp of the mangers to Human Resource Planning . However, those managers do not practice the activities of HR Planning . Lastly , the study offered a set of recommendations.
