Abstract

The study aimed to identify the obstacles that prevent the outcomes of technical education in Libya from the requirements of the labor market at the Higher Institute for Building and Construction Professions in Benghazi, from the point of view of the faculty members and administrators at the institute and their professional experience, and to know the obstacles; The researchers relied on the institution’s statistics and records, and to achieve the objectives of the study, they used a questionnaire whose paragraphs were compiled from previous studies. The study relied on the descriptive and analytical approach, and the study population consisted of all faculty members and administrators working at the institute during the data collection period, and they had (42) Individual items during the academic year 2021-2022 AD. Due to the small size of the study population, the researchers conducted a comprehensive survey of all items in the study population during the data collection period, and distributed the questionnaire, all of which were retrieved. To analyze the data, the study used some appropriate items based on the Statistical Portfolio for the Social Sciences (SPSS). The results of the study resulted in: There is a relationship between the inefficiency of the educational and training administration and the failure of the systems to achieve their goals, which are represented by advanced scientific and technical outputs that are appropriate to the requirements of the labor market. There are obstacles related to the systems, elements, and management of technical education itself, including the basic system of the institute and the insufficient number of practical hours at the institute. The institute’s specializations are not appropriate to the requirements of the labor market, and there is no relationship between the failure to spread the culture of technical education in people’s minds and the systems not achieving their goals. There is no relationship between traditional curricula and weak equipment and the science of systems achieving their goals. There is a relationship between poor policies of technical education systems and the systems not achieving their goals. educational objectives, and this may be due to the lack of linking technical education institutions with production institutions, such as factories and companies, and not linking this to the requirements of the labor market. The results also demonstrated the absence of statistical differences . There are bodies supervising graduates so that they are in accordance with the requirements of the labor market.
