Abstract

The study aimed to identify the most important obstacles to administrative creativity prevailing among the directors of public education schools in the municipality of Qaminis. Due to the large size of the study society, a simple random sample of (320) teachers and teachers distributed in all public education schools in Qaminis municipality was selected. The questionnaire was used as a data collection tool for the study population after its validity and stability were calculated by the Alpha Kronbach equation. For the purpose of presenting and interpreting the results of the study, the statistical file (spss) was used. The frequencies and percentages were calculated. And the standard deviations to identify the most important obstacles to administrative creativity facing managers of public education schools in the municipality of Qaminis. To find out whether there were statistically significant differences among the respondents about the obstacles facing administrative creativity among school principals according For the variable (type, specialization, educational stage) the t-test was used, and the study found the following results:

1. The most common obstacles to administrative creativity among the directors of the public education schools in Qaminis municipality are personal obstacles, followed by social obstacles.
2. The most common constraints of administrative creativity among the directors of the public education schools in Qaminis municipality are physical obstacles, followed by organizational obstacles.
3. There are statistically significant differences among the respondents regarding the organizational obstacles facing the administrative creativity of the directors of the general education schools in Qaminis municipality due to the gender variable and for male teachers.
4. There are no statistically significant differences among the respondents regarding the organizational obstacles facing the administrative creativity of the directors of the general education schools in Qaminis municipality due to the variable of scientific specialization.
5. There are statistically significant differences in opinions among the respondents about the organizational obstacles faced by the directors of public education schools in Qaminis municipality due to the variable of the educational stage and for the teachers of secondary education.
6. There are no statistically significant differences among the respondents regarding the personal obstacles faced by the directors of the general education schools in Qaminis Municipality due to the gender variable.
7. There are statistically significant differences in opinions among the respondents about the personal obstacles faced by the directors of the general education schools in Qaminis municipality due to the variable of scientific specialization and for the benefit of teachers and teachers with scientific specialization.
8. There are statistically significant differences in opinions among the respondents about the personal obstacles faced by the directors of the general education schools in Qaminis municipality due to the variable of the educational stage and for the teachers of secondary education.

9. There are no statistically significant differences among respondents on the social obstacles faced by the directors of public education schools in Qaminis municipality due to the gender variable.
10. There are no statistically significant differences among the respondents regarding the social obstacles faced by the directors of the public education schools in Qaminis municipality due to the variable of scientific specialization.
11. There are no statistically significant differences among the respondents about the social obstacles faced by the directors of the public education schools in Qaminis municipality due to the variable of the educational stage.
12. There are statistically significant differences in opinions among the respondents about the personal obstacles faced by the directors of the general education schools in Qaminis municipality due to the gender variable and for females.
13. There were no statistically significant differences among the respondents regarding the physical obstacles faced by the directors of the general education schools in the municipality of Qaminis due to the variable of scientific specialization and for the teachers and teachers of scientific specialization.
14. There are statistically significant differences among the respondents regarding the physical obstacles faced by the directors of the public education schools in Qaminis municipality due to the variable of the educational stage and for the teachers of secondary education.
